The President welcomed all present in the meeting for the first meeting Chaired by him as the President of TSEWA and thanked them for their efforts to attend the virtual meeting. He informed that the fortnightly meeting of TSEWA shall continue virtually for out station members even after physical meetings commence for Members based at Secunderabad after the COVID restrictions are removed. For the past few months, the virtual meetings were being attended by most of the National Executive Committee Members as well as Core Committee Members and therefore, the meeting shall be treated as National Executive/ Core Committee Meeting with immediate effect. He requested the General Secretary to commence the proceedings.

Item No.1. New Appointments: Consequent to the Elections held on 27 Jun 21 during the VI AGM, the need for redistribution of some designations were discussed. The following changes were approved by the National Executive Committee with immediate effect. There will be no change in all other appointments :-

Item No.2. Handing/ Taking Over:  General Secretary informed that handing / taking over of TSEWA Management Committee has been completed in all respects. All Inventories were handed/Taken over by the incoming General Secretary.

Item No.3. TSEWA Office Accommodation: The President explained that they could zero-in on one First Floor Apartment behind the CDM Compound. All aspects of commercial vs Residential, possible objections from Residents Welfare Associations in Residential areas, Feasibility of Registration on the name of TSEWA, appreciation of property, approach, Parking, Proximity to the veterans’ settlements, Bus-roots were closely examined by the committee. He stated that Flat No.101 above stilt parking with an area of 1210 sft in Edifice Pride met all the criteria and recommended for immediate purchase in view of proposed steep escalation in Registration charges w.e.f. 01 Aug 21 decided by the Telangana Government. He stated that after hard bargaining by the EC, Col (Dr) GB Sethi, Mentor, an all-inclusive price of 52:00 lakhs could be achieved from the initial price of Rs.58:00 lakhs quoted by the Builder. The price included minor modifications proposed by the EC to suit our requirements. The National Executive Committee examined all financial issues, approval by our CA etc. and approved entering into an Agreement with the Builder by paying an advance of Rs.10.00 lakhs donated by the Members as on date. The NEC requested the President to make a fresh appeal to the Members for generous Donations to bridge the gap and complete the Registration before 31 Jul 2021. The NEC approved a total expenditure of Rs.55.00  Lakhs including suitable furniture and furnishings befitting the stature of TSEWA. The NEC also approved spending balance requirement of funds over and above the donations from the corpus of TSEWA.   The approval of expenditure was proposed by Brig SKS Rana, VSM and Seconded by Hony Capt B. Joseph and unanimously approved by the NEC.

Item No.4. TSEWA Website: General Secretary informed that they have received a suggestion for improvement in the website by Col CAJ Swamy, to modify the website to receive an application/ concerned documents online from the ESM having  pension problems etc and automatically route them to the action addressees. The point was discussed at length and not agreed to, because of complexity of automatic routing of applications and documents by the ESM to the action addressees. It was considered too futuristic and would involve heavy expenditure on development of such sophisticated software.

Item No.5. Dental Clinic at AF STN Dundigal:   General Secretary informed that he has received a request from an ESM residing in Dundigal to help in making the Dental Clinic of IAF Stn accessible to all ESM residing in the area. He said that the ESM Community is facing a lot of difficulties in commuting all the way to Dental Hospitals in Secunderabad.  The General Secretary requested Col Srikantha Seshadri to take up the case with Central ECHs authorities and do the needful for the ESM to avail the IAF Stn Dental Facilities.                               

Item No.6. OROP Case: The President requested the NEC to take a final decision on the long pending case of proposed filing a case in Hyderabad High Court on similar lines as the PIL filed by Wg Cdr Atri in Karnataka High Court. He said that there were difference of opinions whether to file or not in view of the pending case in HSC filed by IESM. The objections mainly stemmed from the possible fall out and adverse publicity that may be carried out by IESM that TSEWA has accepted equalization every five years where as IESM has been fighting for equalization every year. Brig CS Vidyasagar once again reiterated that TSEWA is not accepting equalization once in five years but praying the Hon’ble High Court to issue suitable directions to MOD to implement their own orders issued on 21 Nov 2015 on OROP where equalization was over due w.e.f.01 Jul 2019. The matter was discussed at length and  it was finally decided by the NEC to go ahead with filing of the case in HC, Hyderabad with two dissenting votes by Brig SKS Rana and Col (Dr) GB Sethi.   

 Item No.7. AFT Cases:  Brig SKS Rana hoped that the AFTs will start functioning very soon and spoken about possible requirement of life certificate from all the petitioners. Keeping in view the difficulties in getting the Life Certificates or Latest Pension Slips from all the petitioners, the Executive Committee decided to ascertain the staus of petitioners by telephonic call by the TSEWA Office Staff or by a suitable mail addressed to the petitioners.                                                                         

There being no further points, the meeting was closed at 1:00 PM and it was decided to hold the next NEC Meeting  on 24 Jul 2021.

Served in various ships for 9 years including commissioning of India's First Guided Missile Destroyer INS Rajput. Important shore appointments include Dy Naval Attache, Moscow, DS at CDM, Director Naval Plans, Principal Director Procurement at NHQ, Chief Staff Officer (LA&P) at ENC and HF at CDM. Took pre-mature retirement after 32 years service at the peak of career before the Promotion Board to the Flag Rank on compassionate Grounds. At Present totally dedicated to the Ex-Servicemen Welfare and is the President of East & South Zones of TSEWA

    Late Arokiam Sebastian, Leading Telegraphist,no.88408 on 9/12/1971 on the date of his death on board INS Khukri.All correspondence carry rank of L/Tel but Special pension at Liberalised pension rate equivalent to total emoulments is paid rs.222/pm,but rank is mentioned as TEL only by PCDA Allahabad, without knowing actual rank held by the sailor on his death in original ppo F/BC/5/72.This is the problem and equated him as sepoy in army by Navpen and Pcda allahabad both in all letters address to Bank.What bank will do, except keep it underneath.

    Dear sir
    One veer nari ,who lost her husband during 1971 war on board ship INS Khukri on 9/12/71 and she was granted battle casualty award as Liberalised family pension equal to total emoulments of her husband rs.222 from 1/3/1972.
    Now her pension is not revised asper 3/4/5/6/OROP/7 th pay commission recommendations and paid normal family pension by IOB,CPPC till Nov 21.
    Can you let me know her entitled ammount on various pay commission date.Her husband was Leading Telegraphist in B/Y group in navy.

      Her case is dragging between, Navy pension office,pcda allahabad, CDA navy,tsewa,banks,but no out out till date
