Naval Pension Offices

There are basically three organisations which are dealing with the pensions details of which are given below:
Naval Pension Office (Navpen). This is a newly created organisation which looks into the pensions of officers and Sailors. It is co-located with INS Tanaji and is headed by Logistic Officer-in-Charge of the rank of a Commodore. SO (Pensions) Officers and SO(Pensions) Sailors under him look after all pension matters. Issue of all PPOs and Corr PPOs are also coordinated by him. For all queries regarding your pensions you can write to him directly. The address of NAVPEN is given below:
        The Logistic Officer-in-Charge
        Naval Pension Office
        C/O INS Tanaji
        Sion Trombay Road
        Mumbai – 400 088
        Toll Free Number: 1800220560
Naval Pay Office (Navpay). This old Naval Pay Office continues to disburse all terminal benefits to officers and sailors on release/retirement since Navpen does not have cash assignment. Some of the records are still held by Naval Pay Office but eventually all the records will also go to Navpen at Mankhrud. In case you haven’t received your terminal benefits on retirement, you can write to Navpay keeping Navpen informed. The Naval Pay Office address is given below:
        The Logistic Officer-in-Charge
        Naval Pay Office
        Shahid Bhagat Singh Road
        Mumbai- 400001
        e-Mail ID:
PCDA (Navy) Pension Cell. The PCDA (Navy) Pension Cell is now located opposite Naval Pay Office and deals with issue of all PPOs and Corr PPOs. For all matters related to PPOs, Corr PPOs or corrections there of, you may write to them copy to Navpen, Mankhrud or write to Navpen copy to PCDA (Pensions). The main Office of PCDA(Navy) is located at Cooperage near bandstand Mumbai but the Pension cell is now located opposite Naval Pay Office. The address is given below:
The Principal Controller of Defence Accounts (Navy)
        Pension Cell
        Shahid Bhagat Singh Road
        Mumbai -400001
        Tel: 022-22696139
INS Tanaji. The Commodore Bureau of Sailors (CABs) at Cheeta camp, Mankhrud, Mumbai was commissioned as a full fledged establishment on 10 Jul 2012. Co, INS Tanaji (old CABs) will deal with all matters of recruiting, Manpower planning of sailors and deal with transfers and promotions of all sailors. The OI/C Release centre is merged with LOIC, Navpen and therefore all Release formalities of Sailors are also looked after by LOIC, Navpen including for Officers. NHQ (PDPA) who was dealing with Officer’s pensions will now be looked after by Navpen only. Veterans are therefore advised not to write to CO, INS Tanaji (Old CABs) on any matters pertaining to veteran officers and sailors.
The Navy has taken note of various difficulties faced by Officers and Sailors in receiving the Pensions through banks and CPPCs. The Navy is planning to therefore establish a full fledged Navpen with cash disbursement authority. Once it is approved, Navpen will directly calculate the pensions and arrears and credit the amounts to the bank accounts of Pensioners/Families every month without the need for CPPCs. Till this happens, we will have to depend upon CPPCs.
I therefore request Naval veterans to kindly make a note as  also disseminate to all your friends who are not Members of TSEWA. You are welcome to take up various issues directly /through TSEWA for my attention. I will take up the cases at appropriate level and ensure speedy resolution of the problems.
Warm regards,
Cmde Sudheer Parakala, IN (Retd)

    Dear Sir,
This is to bring into your kind notice that I am receiving lesser pension than my entitlement. I was promoted to POAOF(Aviation Technical Branch) with effect from 01.06.2007and at the time of my retirement (Jan 2008), I have been issued PPO No. 09/97/B/S/01977/2007 dated 29-11-2017, with LAOM rank and Group Z, however I and was promised and assured by the Naval Authorities saying that “since your new rank have been updated in your discharge book and other records, hence, a new PPO will be generated soon and your pension will be updated as per the new PPO of your rank and group”.

Thereafter, I never received a new PPO, I have contacted my Bank (State Bank of India) and pension helpdesk several times but every time I was promised falsely and the result is; I am still getting the pension of LAOM Rank.

You are requested to kindly look into the matter and do the needful as soon as possible.
    Thanking You,

Sir At present i am getting pension from PNB bank , PMCH Branch Patna vide account no 6238000400000364. But when my new PPO (revised) issued as per 7th pay from PCDA navy Mumbai /Naval Pension Office, Mumbai. In the (revised) new PPO my Pension Account no. 30412903569 and Name of Branch is Chaukhandi and forwarded to CPPC Chandni Chowk Branch, Delhi. which is wrong and erratically changed by PCDA Navy Mumbai and Naval Pension Office ,MUmbai without my intimation to me. My new PPO no is 248201701359 and date of issues is 18 Sep 2018.
I personally visited two times in nov and dec 18 and confirms receipt of PPO on 25 oct 18 by ref no 146058 Internal forwarding by mail dept to bank manager Mr Gupta ji and Chief Manager in CPPC Branch, Delhi. He also received the letter from my records office to return the PPO on 24 Dec 18. When i told him to return that PPO to Records office then he told that original copy of PPO is missing i will send scan copy by certified on that if i found will send you later. That time i told him to forward lost certificate .He also forwarded lost certificate to PCDA, mumbai and , Naval pension office on 08 Jan 2019.
Now I am unable to contact since 2 month with correct person in Naval Pension office as well in PCDA, mumbai to solve my issues.
Now i am frustrated and harassed mentally by the action carried out by PCDA and Naval Pension office and no body is taking the responsibility at any where. A lots of no is given on website but just for formalities . No body is picking up the number and some times it becomes auto cut. Sir it is about more than six month has been past and my issues has not yet been taken till to date/solve. Who is responsible for that. I am facing problem and it is not possible for me to go again and again from Delhi to Mumbai every month and solve my issues. This is the condition of Ex serviceman /Veteran citizen of India.
I have already registered my grievance in CPGRAMS and CDA Allahabad but he also closed my matter without solution/confirmation. This is also called formalities. This all the things only happened in India.
Our Government has provided a lots of services for solutions of pensioners of defence personnel but the systems is not being followed correctly. That is the result which i am suffering since six month and i dont know when it will solve my issues or not . PCDA ,Mumbai telling that i have forwarded your corrected PPO to Naval pension Office, but naval pension office denied of receiving my new PPO. Now I want to know where is that my PPOs.
But i will not leave this issues till i got success in that . After that i will forward this matter to Ministry of defence and PMO through proper channel with all the relevant documents and proof which i have since six month
I request you through TSEWA to kindly investigate the matter and take this necessary action at earliest and help me for that.

    Thanks and regards

      Dear Sir,
Please refer my Previous email dated 11 Mar 19 .
The case/issues has not yet been resolved yet. My new PPO is despatched by the PCDA navy mumbai in last week of Feb to Naval Pension office. After that Naval pension office confirmed received and despatched PPO to CPPC PNB on 08 Mar 19. But till to date my pension commutation and Arrears is not adjusted. I am getting old pension .
I contacted Naval pension office many times by email and telephonically to send my Individual PPO to see that all my details mentioned on that are correct or not. because previously also error was in my New PPO which has been corrected and re issued by PCDA. I dont know why Pension office is not co-operating with veteran and not forwarding new PPO (individual ) on the correct address on time. Because this is the records/doc which suppose to have for future compliance. A no of PPO is pending and awaiting for dispatch to the individuals address in Naval pension office.

It is requested and intimated that initiated and directive may be given

      (i) To send Individuals PPO as soon as received from PCDA to the home address. If it is not possible thein send through Email.
(ii) A direct civil no be provided to contact with naval pension office from outside for service pension and family pension offices.
      Thanks and regards

I have been released from service on 31.08.2015 with disability (primary HTN) as NANA of 30% for lifetime. After appealing to the 1st and 2nd Appellate Authority I have approached the hon’ble AFT, Chennai Bench and vide the bench’s verdict OA No. 197 of 2017 dated 09.07.2018 the Tribunal has reserved its decision in favour of me. So it was told that atleast 04 months is required for processing the revised disability pension and the arrears to be disbursed. But till November 2018 I didnt received any response from the authorities. Regarding this I have written to PCDA, Allahabad and after kind response from them where its mentioned that PCDA (N), Mumbai will look after this I started writing emails to Naval Pension Office, Mumbai and PCDA (N), Mumbai but not a single response have been received till now. Then again on 24.12.2018, I had filed a RTI vide DEXSW/R/2018/51123 dated 24.12.2018. The CPIO from MOD has forwarded the same to IHQ, Mod(N) which IHQ, Mod(N) has redirected to LOIC, Naval Pension Office, Mankhurd, Mumbai urging to send the reply directly to me. But as I am writing this mail (i.e. today on 08.02.2019) i didnt recieved any mail/ telephonic calls/ response from the authorities.
Kindly suggest what should I do?

    Thanks and best regards,
