Sir,
The 6th CPC granted pension of Nb Sub to all Hony Nb Subs. Since this is a retrospective benefit only Post – 2006 Hony Nb Subs got the benefit of pension of Nb Subs.
Many Pre – 2006 Hony Nb Subs approached Govt of India, Min of Def to accord benefit of pension of Nb Sub as they also retired in the rank of Hony Nb Sub. But Min of Def contented that this benefit is only for those who retired w.e.f. Jan 2006.
The Pre – 2006 Hony Nb Subs went to various AFTs and got judgment in their favour. Min of Def paid pension of Nb Sub to only those who got judgment in their favour. TSEWA also filed a similar case in AFT Delhi.
The Govt of India, Min of Def letter is very clear: All those Pre – 2006 Hony Nb Subs also will get pension of Nb Sub w.e.f. Jan 2006. It does not discriminate between Hav granted rank of Hony Nb Sub after his retirement or before retirement. All those Hony Nb Subs who are given honororium of Rs 226 + pension of Havildar, in my view, will get pension of Nb Sub.
Generally the honorary ranks of Hony Nb Sub, Hony Sub and Hony Sub Maj are granted either at the verge of retirement or after retirement like Hony Lts and Hony Capts.
WO Thiruchelvam, President, TSEWA, Tamilnadu has done considerable work to calculate the arrears of Pre – 2006 Hony Nb Subs who have now been granted pension of Nb Sub w.e.f. Jan 2006. Pre – 2006 Hony Nb Subs are likely to get huge amount in arrears from Jan 2006 to 29 Feb 2020.

Jai Hind Sahab ji. Please let me know Basic pension of Nb Sub Gp Y retired on completion of 22..5 years of service wef Jan 2006 to jun 2014 and OROP pension of same Rank same service as mentioned above for our needfull.
According to my finding till today tell to all of you that even after the decision /judgement given in favour of pre-2006 Hony Nb Subs from all most all the Hon AFTs has not been implemented by the concerned depts of Central Govt head ed by Sh Modi Ji,The prime minister of India. Where is the and what is the lapse behind it. Who is responsible for all this can’t say Bhai.Non from pre-2006 Hony Nb Sub is still getting the pension of Post-2006 and of Regular Nb Sub.Thank you and Jai Hind and Jai Bharat.

In accordance with CIR 631, only Rs 8330/- (Go Y) is granted we’f 01/01/06 to 30/06/2014. Honorary rank of Naib Subedar granted to Havildars has been notionally considered as a promotion to the higher grade of Naib Subedar and benefit of fitment in the pay band and the higher grade pay has been allowed notionally for the purpose of fixation of service pension only. This provision was applicable for Havildars granted Hony Rank of Naib Subedar retired on or after 01.01.2006.
If the Hong Nb Sub has been allowed equal to regular Nb Sub. Than Cir No 430 why not implemented.
PDA are also not enhance the family pensioners as per PCDA (P) Circuler 631. Those expired before
1/1/06 and entitled the enhance rate of family pension.

I am retired from service on August 2006 , as a Havildar rank and served for 26 years and after retirement received Honey Nb sub rank .
My concern is that whether I am eligible for complete nb sub rank ?

Sir , Jai Hind. Niether full arrear up to jun 2020 nor monthly pension is fixed by the PDA Banks. Told us to approach to cppc ludhiana by the PNB Bank Branch janauri (Hoshiarpur). Arrear paid up to jun 2014 only so far.Advise pl. What to do now ? IT is regarding pre 2006 Hon Nb Sub.

The benefit of pension and arrear from 2006 is not yet givent0 the pre-2006 Hon Nb Subs by the pda banks. Giving only arrear from 2006 to Jun,2014. Monthly pension is not released.Pl guide and help what to do to claim for the same.Jai Hind . Jai Bharat.
You ask reply from Record Office under RTI Act 2007.
In any case, one the Circular is issued, then the CPPC of your mother’s bank will calculate the arrears and pay her from next day of death of your father.

Please go to DPDO, Jhajjar and ask them to work out the arrears from next date of death of your father or from Jan 2006 whichever is later.
What you have to understand if your father was Pre – 2006 Hony Nb Sub and had he been living he would get pension of Nb Sub from Jan 2006 due to issue of policy letter by Min of Def (ESW).
Now that your father is no more, your mother is entitled pension of wife of Nb Sub
You ask reply from Record Office under RTI Act 2007.
In any case, one the Circular is issued, then the CPPC of your mother’s bank will calculate the arrears and pay her from next day of death of your father.
