Minutes of TSEWA Core Committee Meeting on held on 13 December 2019 at 9.30 am at 143, Vayupuri, Secunderabad- 500 094

The President welcomed all present and thanked them for their efforts to attend the meeting. He requested the EC and Core Committee members to spare a few hours on Saturday to attend this meeting. He requested the General Secretary to commence the proceedings by giving out his points.
Points from General Secretary
Item No I. Current Issues. The General Secretary spoke on following issues.
(a) Reply to Lt Col N Radhakrishnan, Coordinator for a Legal Case. General Secretary felt that a reply given by Gp Capt Sastry was a bit sharp and harsh and said it could have been more polite. Gp Capt Sastry explained the full context and background for such short reply which appeared to be sharp and harsh. He noted the feelings of General Secretary and agreed to make future responses accordingly.
(b) Closure of ECHS Polyclinics co located with MH. General Secretary informed that closure of Polyclinics co- located with MH seems to be imminent. We need to watch the developments in the matter closely and articulate the concerns of ESM fraternity with concerned authorities.
(c) National Executive Committee (NEC) Meeting. General Secretary informed that three outstation members (Hav Harish Ashthana, President, TSEWA, UP, Sub K Subba Rao, President TSEWA Coastal A.P and Col Srikantha Seshadri, President, TSEWA, Karnataka) have confirmed their attendance of the NEC meeting on Sunday, 22 Dec 2019 and requested Gp Capt CRR Sastry and Maj Dr B Bhikshapathy to make the arrangements for meeting.
(d) Identity of many of those who donated to MrsZalengkim not known. General Secretary informed that out of a large number of donors who donated funds for rehabilitation of Smt Zalengkim of Manipur, the particulars of 75 donors could not be identified as sufficient details were not provided in the transfer of money provided by their parent banks. It was decided that available details of these donors should be posted on the TSEWA Blog.

Item No II. Procedure for LP of Medicines NA in ECHS PC. Cmde Sudheer Parakala said that the ALC system has become defunct in PC at Secunderabad. Now patients are told to buy medicines and produce LP Bills for reimbursement and there is no timeline laid down for reimbursement. He said that ALC system approved by Government should be made functional. This matter should be discussed in the NEC.

Item No III. Financial Assistance from the fund left out of donations received on account of Mrs Zemlingkim. Col Sitaramaiah said that it was decided in a CC Meeting that the remaining amount will be spent to provide assistance to similarly placed persons. Therefore he felt that recent sanction of assistance for education purpose may not be in consonance with this decision.
The President clarified that in a subsequent CC meeting, it was decided that the amount remaining out of fund donated for Mrs Zemlingkin will be merged into the Charity funds of TSEWA as there was acute shortage of funds for Charity that could be spared from income of TSEWA. Hence the assistance for education purpose is in consonance with the revised decision of the CC.

Item No IV. Next volume of TSEWA Newsletter. Gp Capt CRR Sastry said that next volume of Newsletter is due and he is compiling the matter for it. He said that Mr Anand, Office Staff member has already compiled the first page of Newsletter and hence hoped that the soft copy of next volume will be in the hands of our members immediately after the NEC Meeting.
Points from the President
Item No V. Donation of Rs 1 lakh made by Smt Shakuntala Patnaik to TSEWA. The President recounted the munificence of Smt Shakuntala Patnaik, resident of Srinagar Colony, Hyderabad and mother of Smt Rekha Sekhri, Administrator of TSEWA Blog in making a donation of Rs 1,00,000 on 15 Dec 2019 to the Corpus for Charity of TSEWA. She is a 98 year old lady and does not depend on her children or grandchildren or great grandchildren for her daily chores. She lives independently in her own house. He said that Smt Shakuntala Patnaik, daughter of Capt JK Patnaik of Madras Sappers who fought in First World War from 1914 to 1919 and was awarded a medal of honour by King George VI has been making donations for a long time in memory of her late father. He expressed deep gratitude to the family of Smt Shakuntala Patnaik for her generosity. He said that a note expressing our gratitude to the grand old lady will be posted on TSEWA blog. A high tea on the special occasion of handing over cheque to the President, Col N Sitaramaiah and Lt Col VS Ramana Reddy in the house of Lt Col RR Sekhri (Retd) on 15 Dec 2019 was also organised.
