Minutes of TSEWA Core Committee Meeting held at 0900 Hrs on 31 Aug 2019 at 143, Vayupuri, Secunderabad

The following attended the above meeting:

The President welcomed all members for the meeting of the Core Committee and thanked them for sparing their time to contribute to growth of TSEWA with their suggestions / recommendations / ideas / opinions / views etc. He then requested Treasurer to commence the proceedings of the meeting. This time the attendance is thin due to many personal commitments.

 Points from Treasurer

 Item No 1: Letter on OROP to Hon’ble Raksha Mantri. Lt Col G Parvathesam is of the opinion that TSEWA should await the recommendation of the committee chaired by CGDA constituted by Min of Def on implementation of OROP. The wording of the terms of reference does indicate that only modality of OROP – 2018 is to be worked out in view of the certain anomalies pointed out by CGDA in his letter to Min of Def in Apr 2019. In case the anomalies persist then TSEWA can take it up with Min of Def. Therefore, at this point of time there is no need to send any letter to Hon’ble Raksha Mantri on OROP.

Decision of the Core Committee. TSEWA should not send letter on OROP to Hon’ble Raksha Mantri till the recommendations of the Committee chaired by CGDA is accepted and implemented by Min of Def.

Item No 2: Income Tax Return (ITR) for Fin Year 2018 – 19. The Chartered Accountant has been reminded to file the ITR by due date i.e. 31 Aug 2019 so that we do not have to pay any penalty due to not filing by due date.

Decision of Core Committee. Treasurer may ensure our Chartered Accountant files ITR within due date i.e. 31 Aug 2019.

Point from Lt Col VS Ramana Reddy

Item No 3: AFT – 20. A delegation of TSEWA comprising of Col Dr GB Sethi (Retd), Gen Secy, Gp Capt CRR Sastry (Retd), Joint Secretary, Lt Col VS Ramana Reddy (Retd) and Lt Col N Ravi Choudhary, legal advisor met the Deputy Commandant, 1 EME Centre, Secunderabad on 26th Aug 2019. Col Records, EME Records, two representatives of PAO (OR / EME) Secunderabad were also present. The aim was to find out why PAO (OR / EME) deducted huge sums ranging from Rs 1.50 lakhs to Rs 4.50 lakhs from terminal benefits of EME JCOs / NCOs who did not opt for successive pay commissions from 5th and 6th CPC. No satisfactory explanation was forthcoming.

Decision of Core Committee. The matter needs to be taken to its logical conclusion. The advocate in AFT Delhi needs the amounts deducted from each petitioner. Therefore, each of the petitioners should ask PCDA (Pensions) Prayagraj, PAO (OR/ EME) and Col Records, EME invoking RTI Act 2005 to inform how much recovery was made for not giving option certificate or NOT giving option certificate in time i.e. 2011. The petitioners will get the reply which should be sent to HQ TSEWA for onward submission to the Advocate in AFT Delhi. President, TSEWA will give a draft letter to be sent to each of the petitioners to our office to enable them to send letter in hard copy. Those petitioners who do not provide the necessary information are be dropped from the case and legal fees will be refunded after deducting administrative charges.

Points from the President

Item No 4: Maj Gen Sudhir Chopra, Former GOC 36 RAPIDS approached President TSEWA on the anomaly of Maj Gens getting less pension than Brigadiers from Jan 2016. The President explained that this is due to the fact that officers upto the rank of Brigadiers are authorized MSP of Rs 15,500 pm in 7th CPC but Maj Gens and above are not. Therefore, Maj Gens with 38 years’ service retired in calendar year 2018 get pension of Rs 1,09,100 whereas Brigadiers with 36 years of service retired in 2018 get pension of Rs 1,10,300 pm. Thus, Maj Gens suffer loss of Rs 1,200 pm. This will continue till Jun 2024 unless they come together and challenge this anomaly in the AFTs. The President also assure that any help required shall be provided to the Maj Gens.

There being no other point, the President declared the meeting as closed.
