Minutes of TSEWA Meeting held on 04 July 2018 at Secunderabad

MINUTES OF TSEWA  MEETING  HELD ON 04 JULY 2018  AT 143 VAYUPURI, SECUNDERABAD

Opening the discussion President welcomed all and thanked them for attending the meeting. The he requested General Secretary, Treasurer, President Charity Division and thereafter all members to give out their points. He thereafter will his own points.

Points from General Secretary

Progress of Court Cases: General Secretary informed that Brig SKS Rana VSM,President, Legal Division rang him up and informed that :-

1. The case about 64 Kb ECHS Smart Card, will be filed in the Supreme Court on 02 July 2018.
2. All the documents sent by us regarding PMR cases have been received by him and action will be taken soon.
3. Case of the Reservists Pension will be filed as soon as he receives the documents from Gp Capt CRR Sastry, Joint    Secretary & Legal Advisor.

Co – Opting additional members in the Core Committee to help Executive Committee (EC):  EC is empowered to co – opt any additional member for smooth functioning of ever increasing TSEWA activities. Since the number of local EC members is not sufficient,  the following members who,  as it is, helping EC, ever since TSEWA started, have been co-opted as regular Core Committee members :-

1. Col MJ Ganapathy (Rtd)
2. Lt Col Ravi Choudhary (Rtd)
3. Lt Col VS Ramana Reddy (Rtd)
4. Lt Col Vijay Chandra Salins (Rtd)

All present thanked the four Core Committee members and appreciated their willingness to assist EC to take correct decisions and guide its activities further. Since inception of TSEWA in Jun 2015, these four have been contributing their services voluntarily and selflessly. They undertake any task assigned to them and do not demand any compensation for the expenditure incurred.

Weekly Meetings: The President informed that since seven members of Executive Committee based at Hyderabad cannot take decision now that we have 18 members in EC, it is necessary to have a subcommittee to advise EC to take certain decisions in the interest of TSEWA and for its growth. The AP Registrar of Societies Act, 2005 also permits EC to have any number of sub committees to aid and assist the EC. Therefore from now onward all the four Core Committee members are requested to attend the weekly Core Committee meetings. The decisions discussed are included in the Minutes of Meeting sent to all 11 outstation EC members. If they give their approval or otherwise, the decision will be accordingly will have approval or otherwise of EC.  Henceforth the weekly meetings will be termed as Core Committee meetings.

Proposed Reduction of Pension to those who Seek PMR: The General Secretary informed of the letter of Infantry – 6 Directorate of Army HQ on their proposal to reduce pension by 15 % to 25% if the Sepoy opt for PMR at 15 and 17 years of service. Gp Capt CRR Sastry (Rtd) has submitted his paper to all members of Executive Committee and Presidents of TSEWA at various levels and sought their inputs. On receipt of the comments or views, Gp Capt CRR Sastry (Rtd) made a final paper. It is being submitted as views of TSEWA to Directorate of Indian Army Veterans (DIAV), Delhi  Cantt.  Gp Capt CRR Sastry (Rtd) has also been requested to submit it for publication in Fouji magazine for wider dissemination. This was agreed by all.
Later the President signed the paper and HQ TSEWA forwarded it  to DIAV, Delhi Cantt.

General Secretary also said that he is trying to get a Lady member as an EC member.

Points from Lt Col G Parvathesam (Rtd), Treasurer

Lt Col G Parvathesam, Treasurer gave a gist of the expenditure incurred for the EC meeting held on 23 Jun 2018 and AGM held on 24 Jun 2018.  He said that since some of the out station members have not given their expenditure details, he will finalise the same as and when they send their documents.

Points from Col MK Veeramani (Rtd), President, Charity Division

Financial Assistance to 8 Beneficiaries in Punjab Consequent to Visit by President and Col Ajit Singh Rana, President, TSEWA North Zone: Col MK Veeramani informed that Col Raghbir Singh, President, TSEWA, Punjab had sent 8 cases for charity after 31 Mar 2018. Hence the same could not be considered in the last year’s budget. Now since Treasurer has given an indication that some money is available for charity, he has scrutinized all the 8 applications and also the one application sent by Col Srikantha  Seshadri (Rtd), President, TSEWA, Karnataka and Capt B Joseph (Rtd), Joint Secretary. The Charity Division has finalized all the 9 cases. A total of Rs 1,65,000/- has been sanctioned by them. President advised the Charity Division to put up this information in our TSEWA Blog. General Secretary said that he will send the same to Mrs Rekha Sekhri, Administrator of TSEWA Blog for further action.

Col MK Veeramani (Rtd) added that Col Raghbir Singh has  not given all the documents as per the check list. Since the President and Col Ajit Singh Rana, President, North Zone visited each of the houses of the beneficiaries along with Col Raghbir Singh and put up all these visits in YouTube, the cases are found to be genuine. Therefore the Charity Division did not want to delay any further, and hence sanctioned the amount within their powers of Rs 25,000. Col Veeramani (Rtd) said that he will write separately to Col Raghbir giving all the deficiencies in all the 8 cases separately  so that in future our documentation is correct and complete. Our documents for sanction of financial assistance will be checked not only by our Chartered Accountant but also by Commissioner of Income Tax (Exemptions), Hyderabad.

He also told that he has cleared the Mess Bill for the 5 Rooms occupied by the 5 out station  officers of Executive Committee. The total bill for the 5 rooms for 3 days is Rs 3,070/-, which is very reasonable. All appreciated the help extended by AQMG, HQ MCEME in this regard.

Points from Cmde Sudheer Parakala (Rtd), Vice- President

Cmde Sudheer Parakala (Rtd) wanted to know the stand of TSEWA on  the  e – mail sent by Col Raman of Chennai about forming Confederation of all ESM Associations. President explained that he has already spoken to Col TN Raman on this issue. The stand of TSEWA has been that Confederation is only an umbrella organisation to bring all ESM Associations on one platform for carrying out negotiations with Ministry of Defence and State Governments on ESM welfare issues. The ESM Associations will continue to maintain their own identity and will not merge with any other ESM Association. Each of the ESM Associations will carry out their activities in consonance with their objectives. Therefore TSEWA will not merge with any other ESM Association but will carry out our activities as per the goals and objectives laid down.

The President requested Cmde Sudheer Parakala (Rtd) to speak to Col TN Raman(Rtd) to give out our view on Confederation of ESM Associations. Col TN Raman (Rtd) informed that he will be sending an approach paper to all bigger ESM Associations who are doing commendable job in the field of ESM Welfare. He requested if the paper could be gone through and TSEWA can submit their views. He also gave out his plans about forming the Confederation. This coordinating meeting for taking further step in formation of Confederation of ESM Associations has been planned by Col TN Raman (Rtd) on 08 July 2018 at Community Hall in Parameswaran Vihar, AWHO, Saligram, Chennai.

Point from Lt Col Vijay Salins

Lt Col Vijay Salins asked when EC meeting and when CC meeting will be held. He wanted to know when he as member of Core Committee should attend.

The President clarified that henceforth the weekly Wednesday meetings will be known as Core Committee meetings. All Core Committee and Hyderabad based EC members shall attend the weekly meeting on every Wednesday at 143, Vayupuri, Secunderabad. The suggestion for any improvement of TSEWA arrived in the Core Committee meetings shall be communicated to all 11 outstation members for their approval. Once the majority of 18 members either approve or dis-approve the suggestion that becomes the decision of TSEWA.  It was clarified to him that since he has been co- opted to the Core Committee, he will have to attend all Wednesday Meetings.

The President once again requested all the members to get few more dedicated volunteers to become Core Committee members. Once they know how TSEWA is administered some of them can become Executive Committee members in Jun 2021 by which time the present EC will complete its six years terms. This will ensure smooth transition.

Points from Col Ganapathy 

Col MJ Ganapathy (Rtd) asked about the new hqtsewa google mail group.

President explained the reason for creation of hqtsewa Google Mail Group to enable the Presidents of TSEWA at various levels ( Districts, Regions, States and Zones), Core committee members to communicate with 18 Executive Committee members and vice – versa as per the suggestion given by Col KKS Dadwal, President, TSEWA, Himachal. Since TSEWA Yahoo Mail Group is open to all 8700 members of TSEWA it becomes very difficult for anyone to respond in such flood of mails. Most of the times, our mails on which decisions have to be taken by few of us get drowned and no immediate action is being taken. This decision was taken during the last EC meeting held on 23 Jun 2018 to create an exclusive and restricted mail group whose membership is only for 18 Executive Committee members, Core Committee members and Presidents of TSEWA at various levels (Districts, Regions, States and Zones).

Accordingly the President created the hqtesewa Google Mail Group which is restricted to just 40 members. The e-mail id is hqtsewa@googlegrouops.comAs on 04 Jul 2018, 35 have become members of hqtsewa Google Mail Group. He suggested that all members of this hqtsewa Google Mail Group to send their mails on the above e-mail id of Google Mail Group so that immediate action is taken on their suggestions and not to use TSEWA Yahoo Mail Groups anymore.
