RTI Query 2 to CGDA: MNS Pensioners of Rank Lt to Maj

A.   Under Table 4 of  PCDA Pension Allahabad Circular 555,  Note 3  says that

Due to nil retirement in the ranks of Lt, Capt, Maj in MNS category, no rates have been indicated in table. The existing pension drawn by such officers shall continue.

B.   Under Table 7 of PCDA Pension Circular 555, Note 3 says that

to cover the invalid out cases rates of pension has been indicated from half  year of service for all ranks,  though such cases may not occur in reality in higher ranks

C.    Under Table 1 of PCDA Pension Circular 555, Note 3 says that

To cover the invalid out cases, rates of pension has been indicated from half  year of service up to Col rank and from 20 years of service to Brig and above rank, though such cases may not occur in reality in higher ranks.

It clearly shows that different methodology  has been adopted for at Table 1, 7 & 4. The MNS officers of ranks Lt to Maj have been not given the benefit similar to the one given to others at Table 1 &7 . This is a blatant discrimination.

Please provide the reasons for adopting different methodology for MNS pensioners  of rank Lt to Major.
