Minutes of the Virtual Meeting of the TSEWA National Executive Committee held at 1000 hrs on 08 January 2022

The President welcomed all present in the meeting and conveyed his Best Wishes for the New Year 2022.  In the absence of the General Secretary at the beginning of the meeting, he commenced the proceedings with the review of Minutes of the previous meeting. He informed that there are no major points from his side and requested the members to put up points for discussion, if any. 

Review of Minutes of the Last NEC Meeting:   The President read out the minutes and informed the progress on each point. The review of old points is as below:

  • Item No. 1. Broadbanding of Disability Pension:  The President informed that the Supreme Court Advocate Dr. Sharma requested for a cheque for Rs.3.00 lakhs towards Court Fee and his legal fee and Brig AK Srivastava Rs.65,000/- towards clerkage and for appearing in the HSC. The NEC approved payments.
    Action: Cheques to be sent accordingly. NFA.
  • Item No. 2. Social Media: Brig CS Vidyasagar explained the method of making small videos and requested State/ Zonal Presidents to send such videos to TSEWA Office so that they can be uploaded on social media. He also advised that short clips of the beneficiaries should also be included by the Charity Division. Col LM Singh suggested that the video clips uploaded on social media will also be shared on WhatsAPP.
    Action: All the State/ Zonal Presidents. NFA
  • Item No. 3. TSEWA Website: Action to be completed by the General Secretary. NFA.
  • Item No. 4. Additional Pension for Super Senior Citizens: Point closed
  • Item 5. Decent Last Rites Allowance (DLRA): President informed that there is some letter extending DLRA to widows also. Col Srikanta Seshadri informed that DLRA is admissible to Army Personnel only and that the sister services have their own schemes
    Action: The General Secretary to ascertain the exact position and inform all concerned.
  • Item No. 6. ePPO of ESM: The President informed that Col Chowdhary from MP 8 called up and stated that all record Offices have been directed to go by the table issued by CGDA and e-PPO issue has been completed. If there are any specific persons not in receipt of e-PPO, they should write to Record Office. NFA.
  • Item No. 7. Madhuri Sewa Fund: The President informed that recommendations from a few colleges were sent and that Col Gupta concurred with a few corrections. NFA
  • Item No. 8. Pension of Maj Gen & Above: President informed that a fresh circular has been sent to all affected Maj Gens and above that HC, Punjab & Haryana cannot give a REM judgement and also that it may take a long time before a judgement is given. He advised the affected  veterans to join our case since AFT (PB) has no jurisdiction issues. NFA.
  • Item No. 10. Implementation of Decisions by the TSEWA NEC: The President informed that a TV has been purchased for Rs.83,000/- and the total video conferencing system will be finalized within approved amount. Action: The General Secretary/President to finalise a suitable system and complete installation ASAP.
  • Item No. 11. Construction of ECHS Hospitals. Col Srikanta Seshadri informed Members that due to lack of funds, it was decided to create a Veteran wing in the existing MHs at Pune, Jalandhar and MOHW on experimental basis. NFA.
  • Item No. 12. Progress on Formation of WhatsAPP Groups: The Presidents gave the present position. In spite of the difficulties expressed by the various Presidents, it was decided that action should be completed ASAP to facilitate better communications. Action: All Zonal & State Presidents.

New Points

Item No. 1. ECHS Polyclinic in Manipur:  Lt Col LM Singh has informed that he has put in a lot of efforts to get the sanction for construction of an ECHS Polyclinic in Manipur and requested TSEWA to do the needful in this regard. NEC discussed the subject at length and opined that the case should be taken up with the local Sub Area.
Action: Zonal President NE zone to pursue with Sub Area. NFA.

Item No. 2. Activation Pension Accounts with SPARSH:  WO Thiruchelvam informed that PCDA is informing User id and Pass word of each pension account holder by email/ SMS to the registered email id/ mobile phone respectively. He expressed concern that most of the ESM might not be using the registered email/ mobile phone at present and ESM will not be able to login to the website at all. Maj Dr. B. Bhikshapathy explained the procedure being followed to get the User id and Pass word for 64 KB ECHS Card application, when any ESM is not using or forgot the registered email/ mobile phone number. He opined that there must be an alternate method of getting the User id and Pass word for SPARSH also.
Action: WO Thiruchelvam shall study the SPARSH system in detail and find out whether any alternative method is there or not. 

Item No. 3. Hony Nb Sub to Nb Sub Pension: The President enquired from Cdr Chandrasekhar about the progress on preparing a Draft Execution Petition to be sent to our Advocate. Cdr Chandrasekhar stated that he will have to come to the office and look into this.
Action: Cdr Chandrasekhar to prepare Draft Execution petition and send it to our Advocate in Delhi.

Item No. 4. Issue of Service Book. Gen SN Mukherjee, Zonal President East Zone enquired about the need for individuals to have a Service Book and that all the old Veterans were not issued the same at the time of their retirement. The President informed that during interaction with Cmde Saluja, DESA, NHQ, it emerged that CDS has directed that all veterans should be issued the Service Book which will be essential for recording House Tax Exemption, purchase of CSD AFD items like cars and for future use by ZSWOs.
Action. All Zonal and State Presidents should give wide publicity and advice Veterans not having service books to approach respective Service HQs dealing with Veteran’s Welfare.

 There being no further points, the meeting was closed at 12:40 PM and decided to hold the next NEC Meeting on 22 January 2022.

    Sir, Kindly ref item 6. E-ppo issued under soumoto revision by pcda allahabad is not as per concordance table. My Notional Pay as per concordance table is to be Rs 49600, but as per e-ppo my Notional Pay has been fixed as 36500. For last one and half year, I have been requesting CDA Allahabad, Record Office, I of R (MP-8), DIAV, PAO (ORs), DDESW, complaints through pmopg, cpgramds, without any fruitful results. CDA Pension, DIAV & Record Office rejected my claim repeatedly stating that Rs 36500 fixed as Notional Pay is correct. Now I am planning to approach AFT. Your
