MINUTES OF FIRST VIRTUAL MEETING OF CORE COMMITTEE OF TSEWA HELD AT 10. 00 HRS ON 09 AUG 2020

 

The First Virtual Meeting of the Core Committee of TSEWA was held using Zoom Platform due to COVID situation, from 10.00 hrs on 09 Aug 2020.

The President welcomed all present and thanked them for their efforts to attend the first ever virtual meeting. He appreciated attendance of more members than a regular physical meeting. He opined that virtual meetings will be a norm from now onwards as intimated by our General Secretary. The President thanked all Members for numerous ‘Get Well’ messages and that he made a good recovery but for the heavy medication that made him weak and drowsy. He requested the Vice President to moderate the meeting as he would not be able to speak for long time.

Points from General Secretary

Item No I. Pension Policy regarding Pre 2006 retiree JCOs: The General Secretary expressed his unhappiness over deliberate misinterpretations of various judgements of AFT and the Supreme Court by CGDA and denying various benefits to the veterans who retired pre-2006. A case in point was the Hon Nb Sub to get pension of Nb Sub where the arrears were given from 2014 only. He suggested that the matter discussed with Brig Rana, President, Legal Cell for appropriate remedy.

Item No II. Date of next NEC Meeting: The General Secretary stated that the next NEC meeting was overdue and after stabilizing the virtual meetings, we should plan for the NEC Meeting in Sep/Oct 2020 if the COVID problem continued. It was decided that Maj (Dr) Bhikshapathy use either Google Meet or Namaste platforms instead of Chinese Zoom.

Item No III.  Date of next AGM (Virtual/ Physical): General Secretary wished the AGM to be conducted somewhere between October to December 2020. Depending on the Covid conditions at that point of time it may be virtual or physical meeting.
Lt Col Parvatheesam, the Treasurer, pointed out that it may not be possible to complete the audit of the accounts at present because of unwillingness of the auditors, to venture out due to COVID. For this, the General Secretary clarified that audit can be carried out after AGM. However, accounts can be placed before the AGM without auditing.

Item No IV. Calling of agenda points for AGM: General Secretary has informed that he will send a mail at the earliest to call for the agenda points from all concerned.

Item No V. Nomination of President Designate for next TSEWA Team: General Secretary requested the Core Committee to suggest the President Designate for the next TSEWA Team, so that he can think of his team members well in time before the next AGM. After lengthy deliberations, the President suggested that Cmde Parakala, present VP is best suited to take over as the next President considering his vast experience and dedicated services.

Cmde Sudheer Parakala expressed his willingness to accept the proposal subject to Brig Vidyasagar to continue the services to TSEWA in the capacity as emeritus President to guide the next. The Core Committee thereafter unanimously accepted that Cmde Parakala may be nominated for the post of President at the next Annual General Body meeting of TSEWA.

Item No VI. Unwarranted discussions on TSEWA Platform: General Secretary expressed his serious concern about discussion of all sorts of topics including politics and criticism of very senior serving/retired officers, on TSEWA group mails. The President commented that there will be some key board heroes in every group who are ever ready to give their opinion and criticism on any and every topic in the world. We should just ignore their discussions as they are at an age and experience, at which it will be futile to explain or control them. The Core Committee however decided that all Members should be cautioned not to use this platform for any topic other than the welfare of the Veterans.

Item No VII. Treatment of Veteran Covid Patients in Secunderabad MH: General Secretary recounted the proceedings of  the virtual meeting of DVVGH (Defence Veterans Volunteers Group of Hyderabad) conducted on 30 Jul 2020. In this meeting, Director ECHS, HQ TASA stated that admission of Veteran Covid patients in MH Secunderabad will be considered only if all other existing referral procedures fail. Brig Vidyasagar pointed out that private hospitals were unwilling to accept referrals and were demanding lakhs of rupees to admit COVID patients, which is beyond the financial capacity of JCOs, Ors and many Offrs. Further it was opined that it is surprising that MH was not in a position to set up COVID testing facility where as even small labs could set up the same.

The President directed that a suitable representation be addressed to GOC, TASA to overcome the present problems and two or three TSEWA Office bearers personally call on the GOC to discuss the problems faced by the Veterans during the prevailing COVID situation.

Item No VIII. Permanent Office Building for TSEWA Office: General Secretary proposed that TSEWA should have a permanent office building, so that payment of rentals to the tune of Rs. 1.50 lakhs annually can be avoided. He proposed that TSEWA should purchase suitable premises by investing about Rs. 40 lakhs. After prolonged discussions, it was decided that the President should write suitable letters to all TSEWA Members and Corporates to donate towards purchase of a permanent premises to house the TSEWA Office and also create a corpus fund to meet the annual running expenditure of the office.

Lt Col Dr K Bhaskar Reddy, a member of the Core Committee, announced that since he has completed 80 years of age and would be getting extra pension, he would like to donate Rs 20,000/-, as a beginning for this noble cause. His gesture was highly appreciated by the Core Committee.

Item No IX. Next Virtual Core Committee Meeting: President wanted the next Virtual Core Committee meeting to be organized on a platform other than Zoom, which is a Chinese app. He proposed that assistance of Maj Dr. B Bhikshapathy be taken. General Secretary fixed the next Core Committee Virtual Meeting to be conducted on 19 August 2020, from 10 AM onwards.

There being no further points, the meeting was closed at 12.30 AM.

  2. Ex.Hon.Lt. Nemi Chand ( Tsewa-7838)

    Sir,
    During Jan/Feb, I was away to my home town. I wanted to process renewal of my ECHS card 32 kb during March 2020 but could not. From 22 Mar 20 during lock down of Covid-19, I have not been able to move away from my house being Senior Citizen. I just wanted to know if the last date of renewal of 32kb ECHS cards is being extended. Kindly take up the issue for validity of 32 kb ECHS cards for one more year view restriction of movements due to Covid-19. Thanks.

  3. Sir thanks very much for putting all problems of Honorary Naib Subedars to legal adviser Brig SKS Rana if he project to Advocate Brig AK Srivastva to fight to get clear cut decision for Nb Sub pension.
    Otherwise MOD/PCDA issued table @ Rs. 8330 wef 01 Jan 2006 to 30 JUN 2014, neither pension revised nor full arrears up-to rill date paid.
