Minutes of the Virtual Meeting of the TSEWA National Executive Committee held at 1000 hrs on 09 Oct 2021

The President welcomed all present in the meeting and thanked them for their efforts to attend the virtual meeting. He requested the General Secretary to commence the proceedings.
Item No.1. ISO Certificate: The General Secretary informed that the ISO Certificate which could not be renewed before expiry last year has been done now. The audit was completed satisfactorily and the ISO Certificate will be received shortly which will be valid for three years from the date of issue.
Item No.2. Web Design for TSEWA: The General Secretary informed that M/S Aaradhya Technologies revised their bill for web designing from the initial quote of Rs.35,000/- to Rs.80,000/- due to enhance scope of work but after due negotiations their bill has been brought down to Rs.50,000/- The President requested Members to peruse the website and inform any minor modifications that could be done in case TSEWA took a decision to award the Annual Maintenance Contract to M/S Aardhya Technologies.
Item No 3. TSEWA Charity Works: The General Secretary informed that TSEWA received a donation of Rs.25,000/- through Col Rangaiah which was utilized to support a very poor girl doing her Inter II Year. He also informed that Col Nagesh Chandra Gupta who earlier sent financial assistance to poor student’s families affected by COVID will now be giving financial assistance to poor students in the final year degree in the Government Colleges.
Item No. 4. Progress on AFT Cases: The President shared his long conversation with Brig Srivastava who explained about the delays in our AFT Cases due to COVID and dysfunctional state of AFTs. Brig Srivastava informed that now that a few judges have been appointed and the Administrative Members are available, the AFTs will commence physical hearing by end of Oct or early Nov. He asked us to send AFT 28 B and all other pending cases to him directly after scrutiny at our end. He also informed that he would look into Chairperson AFT judgement on the arrears of Broad Banding and will advise us whether a review/Revision Petition has to be filed or a fresh case has to be filed in AFT/HSC. He also informed that he will study the Legal Brief prepared by Brig Vidyasagar on the following fresh cases to be filed and advise us shortly:
(a) Enhancing pension of pre 2013 pensioners in OROP scheme by 3% per year for longer service.
(b) Amendment of period of Enhanced Rate of Ordinary Family Pension to widows of Armed Forces Personnel who die prematurely or on retirement.
(c) Enhancing Pension beyond 33 years of service to Pensioners of Armed Forces.
Item No 5. New Zonal Organisation: Gen SN Mukherjee, President East Zone stated that networking through WhatsAPP has been completed in East Zone and they could also achieve networking for 15 Districts in West Bengal. He suggested that the completion date may be extended to 31 Dec 21 since many Members are reluctant to take active part in the activity. He discussed whether the new presidents at State Level/ District should be allowed to participate in the fortnightly meetings. Cmde Sandhu, President West Zone gave a brief on the progress and requested that the New Zonal Organisation be uploaded to the Blog for information. Cmde Ashok Kota stated that Col Unnithan, ex-Director Sainik Welfare was keen on promoting TSEWA activities and that in consultation with WO Thiru Chelvam and Col Nalla Tambi, Col Unnithan is appointed as the President, Chennai Metro. Brig R Vinayak, VSM, President of MP questioned the need for a hierarchy based organisation. The above matters were discussed at length and the following decisions were taken:
(a) The Zonal Presidents will have full liberty to appoint new Presidents at State and District level keeping TSEWA HQ in info.
(b) The present 26 Member NEC Committee was approved based on the legal provisions and advice of the then Legal Advisor Late Gp Capt Sastry and hence should not be enhanced.
(c) It would be better if the Zonal Presidents conducted their own online meetings with their respective State/District Presidents and briefed them on important issues discussed by NEC rather than inviting them to the NEC Meetings.
(d) If necessary certain NEC Members who are not willing to continue in the NEC could be replaced by the new Zonal Presidents who are not part of the NEC.
(e) Col Unnithan will be the new President, TSEWA, Chennai Metro in place of Col Nalla Thambi.
(f) Hav DK Sharma who is doing an excellent job for ESM Welfare is appointed as the President TSEWA Agra District as approved by Hav Harish Asthana, President, UP.
(g) The initiative to set up hierarchical org is for communication networking of all the Members who do not have e-Mail IDs so that no one would miss important information.
Item No 6. Correction of Personal Data of Veterans and Families: WO Thiruchelvam suggested that like the Navy and IAF, the Army HQ should undertake to correct the personal data of the Veterans and the families to avoid infructuous work on the subject. The matter was discussed at length and it was decided that the Record Offices in the Army do not have the wherewithal to embark on seeking information and correcting the database and hence the present system of TSEWA helping affected veterans should continue.
Item No 7. Cycle Rally from Kanyakumari to Kashmir. Brig Ravi Muniswamy informed that they are planning a cycle expedition from Kanyakumari to Kashmir and requested TSEWA help. The matter was discussed and Col Srikantha Seshadri, President Karnataka was requested to send the detailed proposal to TSEWA. The President stated that the TSEWA Members enroute will be requested to arrange reception to the Team.
Item No 8. Arrangements for Jeevan Praman. Brig CS Vidyasagar, Chief Mentor of TSEWA suggested that TSEWA in various states should build a small infrastructure for helping the Veterans and families in submitting the Jeevan Praman certificates which will be due from 01 Nov onwards. He said that this would enhance the visibility of TSEWA amongst the Veterans and would also enhance our Membership base. The matter was discussed in the light of huge amount spent from the corpus for the permanent office and lack of funds. However, the President said that minimum requirements may be projected by the Zonal/State Presidents for consideration, by 20 Oct 21.
There being no further points, the meeting was closed at 12:15 PM and decided to hold the next NEC Meeting on 23 October 2021.
