Minutes of Weekly Meeting of the Core Committee of TSEWA held on 20 February 2019  at 143, Vayupuri, Secunderabad- 500 094

The President welcomed all present and thanked them for their efforts to attend the meeting. He requested the General Secretary to commence the proceedings by speaking on his points.

General Secretary’s Points.

Item No I. New Requirements Projected in Legal Cases: The General Secretary informed that of late new requirements in legal cases already filed to our advocate in AFT Delhi are being projected which entails seeking new and additional documents from all applicants. This entails lot of efforts in obtaining the information from the petitioners which causes further delay in adjudication of the cases. He also mentioned similar concern of Lt Col KP Radhakrishnan regarding Col TS Case. He said that  Gp Capt CRR Sastry is requested to interact with Junior Advocate assisting our advocate in AFT Delhi to impress upon him of our difficulties in meeting new requirements.

Item No II. Attendance of TSEWA Members at Inauguration of Nation War Memorial: The General Secretary informed that Members of TSEWA residing in New Delhi and the NCR have been requested to attend the meeting

Item No III. No event held in Secunderabad Cantonment to pay Tributes to Pulwama Martyrs: The General Secretary lamented that no event held in Secunderabad Cantonment to pay tributes to Pulwama Martyrs and said that it is a sad commentary because Secunderabad Cantonment is the largest Cantonment with huge ESM Population.

Treasurers Points

Item No IV. IT Exemption under 80 G of IT Act: The Treasurer said that our Chartered Accountant has been requested to get an early date for presenting our case for grant of 80 (G) of IT Act 1961 at an early date preferably before 31 March 2019.

Item No V. Family Pension for Mr V Akshayadeep the Handicapped son of Late Col MK Veeramani: The Treasurer informed that Oriental Bank of Commerce, Sikh Village, Secunderabad, the PDA has started disbursing the Dependent Pension to Mr V Akshayadeep, the handicapped son of Late Col MK Veeramani. President expressed happiness at this development and complimented all members who worked for it.

Item No VI. Meeting of NCESMO Delegates with Hon’ble Raksha Mantri. Cmde Sudheer Parakala: Cmde Sudheer Parakala said that the Hon’ble RM was extremely busy with numerous official engagements and important matters competing for her time and attention and in spite of this, she met the delegation and spent over an hour discussing the progress of Items of previous meeting and the Agenda Points taken up in this meeting on 18 Mar 2019. She indicated that decision has been take to withdraw Appeals filed in Supreme Court on Judgments of AFTs mainly cases that pertain to Disability Pensions. The Progress on other Items of previous meeting as under:

(a) Declassification of the report submitted by the One Man Judicial Committee headed by Justice Narasimha Reddy
(b) SFP for widows of Service Men who die in harness while on Leave
(c) Reservist Pension.
(d) Notional Benefit of MACP for 2006 Retirees
(e) NFFU for All or None
(f) Build ECHS Wings in Service Hospitals
(g) Crippled AFTs

The Hon’ble RM directed the Dept of ESW to examine these issues on file and put up to her.

(a) State of Patient Care in ECHS; Authorised Local Chemists;  ECHS Beneficiaries refused Admission by Empanelled Hospitals
(b) Enhanced Rate of Ordinary Family Pension (OFP) for Family Pensioners till 70 years or till the youngest child becomes 25 years.
(c) OROP Notification

Item VII. Booking of Community Hall of EME Centre for Awareness Camp in March 2019: Maj Bikshapathy said that the authorities of 1 EME Centre Secunderabad have declined to make allotment of Hall for conducting functions for JCOs / OR and their families as requested by TSEWA as such function will be treated as Private function which will entail huge charges levied. The matter was discussed in detail and it was decided to request Hony Capt B Joseph to organise the Awareness programme at his Colony in Jawahar Nagar, Secunderabad for benefit of many ESMs and family pensioners on 2nd March 2019.

Item No VIII. Membership Drive in Benguluru: He informed that 215 applications were submitted and 60 applications are under process. Everybody has appreciated the efforts of Hony Capt B Joseph and complimented him for his untiring efforts to enrol members in a continuous manner.

Item No IXInducting ESM Associations to join State NCESMO in AP and Telangana: The President said that Col Sitaramaiah is doing a spectacular effort to exhort the ESM Organisations to join NCESMO of AP. Similar efforts are being made by Hony Capt B Joseph.
