Minutes of the Virtual/ Physical Meeting of the TSEWA National Executive Committee held at 1000 Hrs on 10 September 2022

The President welcomed all present in the meeting and requested the General Secretary to commence the proceedings.    

Item No. 1. Minutes of the Last NEC Meeting:  The General Secretary read out minutes of the last NEC meeting and explained the progress on each point.
Action: Nil.

Item No. 2. Raksha Pension Shikayat Nivaran Portal: The General Secretary informed that there is a website developed by AHQ for Defense Pensioners, www.rakshapension.desw.gov.in using which one can register their complaints and speak to their Help Desk at 1800-11-1971if required.
Action: Nil.

Item No. 3.  Problems due to SPARSH Migration: Hav Harish Asthana has informed that number of ESM have approached him with problems due to SPARSH Migration and he has registered 11 complaints of ESM on CPENGRAMS. The President stated that all the issues pertaining to SPARSH were taken up at the highest level of the PM, RM and FM twice and that in the last letter a suggestion was made to CGDA that data of 10,000 persons from each state living in the remotest areas be first migrated on to the system and only when all the issues are sorted out, migration of pre-2016 veterans be done. In spite of these letters, PCDA(P) has started migrating veterans ofpre-2016. The President requested all Members to send in a bullet point form giving the difficulties so that a third letter could also be written. 
Action: All Members to send difficulties faced by the Veterans.

Item No. 4. Participation in Lawn Tennis Tournament: On behalf of TSEWA NEC, the President congratulated Lt Col G Parvathesam for winning the Runners up cup in ITF Masters Seniors Tennis Tournament conducted at Tirupati (AP) during 5-9 September 2022.
Action:  Nil. 

Item No. 5. Recognition of TSEWA: The President informed that Col Sitaramaiah, the erstwhile VP suggested that a case be taken up with MOD for recognition of TSEWA by MOD. The President requested the views of NEC Members wanted the views of the Members in the light of MOD Letter 06 Apr 2018. The Members expressed their apprehensions that TSEWA may not qualify for recognition in view of the stringent requirements including the requirement of one lakh Membership. NEC also opined that TSEWA should not stop any welfare activity just for the sake of recognition by MOD. The President considered that it would be worthwhile making an attempt highlighting the unique services rendered by TSEWA so that TSEWA gets a chance to attend the quarterly meeting in MOD to represent the problems faced by the Veteran Community. After prolonged discussion it was decided that the President would prepare a draft letter and circulate it to all the Members and thereafter discuss the matter during the next NEC Meeting on 24 Sep 2022 before a final decision is taken.
Action:  The President is requested to circulate a draft application for the recognition.

Item No. 6. Veterans treatment in Empaneled Hospitals: Col Srikantha Seshadri informed that there is acute shortage of funds with ECHS and number of Empaneled Hospitals are opting out to be associated with ECHS due to nonpayment of their dues for prolonged periods. He suggested TSEWA to take up a case in this regard. TSEWA NEC discussed the problem at length and it was decided that State-wise pending bills of empaneled Hospitals may be obtained unofficially from MD ECHS so that a case could be taken up with the FM through personal channels.
Action:  Brig DSC Varma, Vice President of TSEWA, is requested to do the needful.

Item No. 7. Assistance rendered for Ms Indira Arunachalam:  Cmde KS Sandhu informed that the widow has been given the PPO and getting her pension regularly, besides getting an arrears of about 14 lacs rupees. He informed that he will try to get the ECHS card also for the widow. He also stated that a letter from Mrs. Indira Arunachalam thanking the FM would be written.
Action:  Cmde KS Sandhu has volunteered to do the needful.

Item No. 7. Non Functioning of AFTs: Maj Dr. B Bhikshapathy reminded that TSEWA NEC has decided long back to take up a PIL for filing the cases in honorable High Courts as the AFTs are nonfunctional and no cases are progressing. The PIL was pending to be taken up after COVID situation eases. The president informed that he has discussed the matter about progressing of cases with Brig AK Srivastava, our Advocate and informed that AFTs may commence hearing of the cases by end Sep 2022.

There being no further points, the meeting was closed at 12:15 PM and decided to hold the next NEC Meeting on 24 September 2022.
