Minutes of the TSEWA Core Committee Meeting Held on 26 Aug 2020

MINUTES OF FIRST VIRTUAL MEETING OF CORE COMMITTEE OF TSEWA HELD AT 10. 00 HRS ON 026 AUG 2020

The President welcomed all present and thanked them for their efforts to attend the virtual meeting. He requested the General Secretary to commence the proceedings by giving out his points.

Points from General Secretary

Item No I.  Date of next Core Committee Meeting: Some of the members requested to change the day of virtual meetings. It is decided to have the meetings on 2nd and 4th Saturdays of the month. Accordingly, next Core Committee Meeting is scheduled on 12 September 2020, from 10 AM onwards.

Item No II. Enhanced Family Pension to Widows of ESM with less than 7 years of Service: Hav Janendra Sahu of TSEWA, who actively helps ESM community in Kolkata has pointed out subject pension should be made applicable for Army ESM widows also, as it is there for Indian Navy. President has intimated that the subject pension is under consideration by Army HQ.

Item No III. Appeal Letters to Corporate Offices: General Secretary informed that Post Office is accepting only 10 Regd Posts per day per organization. Accordingly, 10 letters were dispatched on 25 August 2020. Secondly, he has requested other members to send Appeal Letters to Corporate Offices known to them under their signatures. It was also decided to send 10 copies of the letters to all the State Presidents for distribution in their area.

Item No IV. TSEWA Website Work: Maj Dr. B. Bhikshapathy has informed that M/s Aaradhya Technologies of Hyderabad has shown interest to carry on the website work. A virtual meeting was held last week with himself and Mr. Anand of TSEWA Office and a detailed discussion about present position and future requirement of the website took place. They confirmed that they have understood the content of the work to be done and proposed to have another meeting after 2-3 weeks. They have assured us that, by that time they will come up with the skeleton website and financial aspects of the project.

Item No V. Renewal of ISO Certificate: General Secretary informed that he has negotiated with the firm GIC, London,  UK the ISO certifiers to do the work for an amount of about Rs 35000/- thereby saving Rs 15,000.

Item No VI. Increase in Membership Fee: General Secretary informed that Cmde Dr. MS Mamik has proposed to increase the Life Membership Fee of TSEWA, instead of appealing for donations, so that TSEWA can get more funds. It was discussed at length in the previous meetings and the Core Committee did not agree with the proposal.

Item No VII. OROP: General Secretary informed that OROP case has come up in Supreme Court and next hearing is scheduled on 29 September 2020.

Item No VIII. Pension of N/Sub to ESM retired as Hony N/Sub: The matter regarding Hony Nb Sub getting of pension of Nb Sub upto Jun 2014 only was discussed. It was brought out that AFT, Lucknow has given a judgement directing the Govt to pay arrears from 01 Jul 2009 of Nb Sub to Hony Nb Sub Ram Lal Singh Jat vide OA 697/2020. It was decided to obtain a copy and send it to Brig SKS Rana, VSM, President of our Legal Cell so that our case pending in the AFT can also be disposed off giving the same benefit from 01 Jul 2009.

Item No IX. Meeting with GOC TASA: General Secretary informed that he is continuously in touch with Staff Officers and spoken to Dy GOC TASA, regarding COVID treatment problems of ESM at Secunderabad. He informed that he is hopeful of the meeting in next 2-3 days.

Item No X. Donations for TSEWA Office Building: General Secretary informed that it is very encouraging to see TSEWA receiving Rs 1,80,000 from 15 members  in the last 3 days and hopeful that target amount will be received without out any problem.

Item No XI. Scholarships of TSEWA to some students of Kerala: Hony Capt Joseph has pointed out that we could not send the scholarship amounts so far. Vice President has informed that they are waiting for the progress reports of the students and scholarship amounts and the same will be disbursed once we receive the progress reports.

Item No XII. Appeal Letters to TSEWA Members: President informed that the TSEWA Yahoo Mail groups,  there are about 1600 members only, to all of whom we emails regarding the donation for TSEWA Office Building and Corpus formation have been sent. We need to send personal mails to all other members and find out other methods to reach out to each member of TSEWA. Even small contribution will help us in getting requisite funds for purchasing our own office building. General Secretary informed that it will be done.

Item No XIII. WO Thiru  Chelvam informed that Record Offices are insisting on submission of affidavits signed by notaries for getting change of date of birth or name of ESMs. He raised the issue of taking up a case with Army HQ for doing away with the requirement of affidavits as notaries charge Rs 2,000 and a family has to spend Rs 4000 if two changes are required. The President  informed that as Director Sainik Welfare, Andhra  Pradesh he witnessed many frauds committed to get pension by ineligible dependents or others.  There are cases wherein three ladies submitted claims for pension of deceased ESM.  Therefore, the Govt of India, Ministry of Defence is very careful and ensures that documentary proof is required to effect changes in name or date of birth of ESMs or their spouses as it has huge financial implication on pensions.

There being no further points, the meeting was closed at 12 noon.

    I am sorry to say that almost 2 yrs 9months have elapsed after 31/1/18 when mandatory notice was sent to govt .
    No response from govt . What time gap is mandatory after notice if no response means govt has nothing to say.
    It can be well imagined with this speed when judgement comes some of litigants in higher age will be in another life after death. Advisable cancel deal and refund fees charged to members.
    It is waste of time and money.
