Minutes of Meeting of National Executive Committee of TSEWA held at 10.15 am on 6^th January 2019 at 143, Vayupuri, Secunderabad

Some Core Committee members were present as special invitees.

Item No I. Two Minutes Silence in Memory of Departed Founder Members. Members present observed two minutes silence in memory of our Founder Member Col MK Veeramani.

Item II. Progress on points of last NEC Meeting. All actionable points of last meeting were read out by General Secretary.

Item III. Ratification of Decisions taken by Core Committee. The President said that since NEC is composed of many out-station members who cannot attend TSEWA meetings frequently, a sub committee composed of NEC Members based at Secunderabad and some active members of Secunderabad to provide regular in puts to the Office Bearers and monitor the implementation of decisions taken. The decisions taken by Core Committee are circulated as Minutes of Meeting each week to all NEC Members and their views are sought. No dissenting comments were received during the last three months and hence all decisions taken by Core Committee are recommended for ratification.

Approval by Natonal Executive Committee. The decisions were unanimously ratified.

Item IV. Review of TSEWA Activities by General Secretary. The activities of TSEWA during the calendar year 2018 concerning membership enrolment, legal cases, ECHS case, awareness camps, meetings of TSEWA, charitable activities, quarterly newsletters and TSEWA brochure, articles in Fauji India Magazine by Gp Capt CRR Sastry (Retd) and exemption under Sec 80 G of IT Act were reviewed.  The details are as under.

• Membership of TSEWA. During the year 2,122 members were enrolled of which Hony Capt B Joseph and Col Srikantha Seshadri got 1,124 members enrolled during his awareness activity at Benguluru. The house appreciated the efforts of Hony Capt B Joseph and Col Srikantha Seshadri despite severe discomfort due to hectic travel and gave a standing ovation for this achievement.
• TSEWA Website. It was decided that Web site of TSEWA be reactivated and expenditure necessary for this may be incurred and put for ratification.
• Recording of Successes by Members, Presidents of TSEWA at various Levels. General Secretary noted that many out station and local members of TSEWA are making considerable efforts to further the aims of Organisation, but they are not documenting these activities and advertising their achievements. He exhorted all to think on this.
• Delay in Legal Cases. TSEWA which started as an ESM Org for TS and AP has grown into a Pan India Org and later became a global org. With its activity of facilitating legal cases, there is a substantial growth of membership as well as its standing as credible ESM Org. However, the delay in getting judgments in cases filed and tardy pace in filing of fresh cases is slowing the growth of membership and affecting member satisfaction. Gp Capt CRR Sastry (Retd), elaborated on reasons for the state of affairs at length and said much of the delay is due to circumstances beyond the control of TSEWA. General Secretary desired that a note on reasons for delay in getting judgments in cases filed and tardy pace in filing of fresh cases be compiled and circulated to all members.
• Sate of AFTs. General Secretary noted that out of 35 members sanctioned strength for AFT only 15 are in Office and 19 vacancies among the Judicial and Administrative members have rendered many benches dysfunctional. He said that there is a need to file a writ in Supreme Court in the matter. Gp Capt CRR Sastry (Retd) said that the matter can be discussed with some advocates in Delhi and since it is not about a matter that falls exclusively in the jurisdiction of AFT, we may file the Writ in Delhi High Court in first instance. After some discussion, NEC approved the proposal and authorised General Secretary to incur necessary expenditure in this regard. Brig SKS Rana, VSM (Retd) President, TSEWA is requested to identify a suitable advocate in Hon’ble Courts.
• TSEWA Liaison Cells at AFT Benches. He said that there is a need for TSEWA members who volunteered for this task become more active and get things progressing.
• Donations from Members. While TSEWA is getting Donations from Non-Member Donors, very few members are making donations on a regular basis. He requested the EC Members to donate their mite each month through Bank on a regular basis.

Item V. Treasurer’s Review

• The Treasurer reviewed the income and expenditure state of TSEWA and said that the finances are under control. He also brought out the details of Expenditure incurred in the quarter. The expenditure was ratified by the NEC. The list of Expenditure is attached as Appendix.

Item VI. Reconstitution of Charity Committee.

General Secretary informed that the charity Committee needed reconstitution because of the sad demise of Col MK Veeramani (Retd) President, Charity Division on 23 Oct 2019. The Core Committee reconstituted the Committee by designating Cmde Sudheer Parakala (Retd) as Chairman and inducting Gp Capt CRR Sastry as its Member. So, the reconstituted  Charity Committee now stands as under.

The above Committee is functioning well and is recommended for approval of the NEC.

Decion of NEC. The NEC unanimously approved the reconstitution of Charity Committee as stated above.

Item VII. Review of Charity Activities. Cmde Sudheer Parakala (Retd), President Charity Div of TSEWA  reviewed the charity activities and expressed concern that donations were less and hence the charity in the Fin Year 2018 – 19 till date is only Rs 5.68 lakhs to 30 Beneficiaries. He said that the charity div follows robust SOP left behind by (late) Col Veeramani and exhorted the State Presidents to sponsor cases of needy persons with full details and proof of need. He mentioned that some beneficiaries are given repeat grants to finance their education or tide over the penury. He appealed the State Presidents to advertise the Charity done by TSEWA among their acquaintances and local Philanthropists to seek donations, and hoped that once TSEWA gets Sec 80 G Exemption, more donors will be forthcoming to enable benefitting more beneficiaries. After this the Charity grants were listed as under for approval of NEC.

Action by NEC. Thereafter the NEC reviewed the list and approved the grants made by the Charity Committee.

Item VIII. Ratification of TSEWA Efforts in formation in NCESMO (National Confederation of ESM Organisations). The General Secretary narrated the efforts made by TSEWA in the formation of NCESMO and said that the efforts and the expenditure incurred need ratification of NEC. The NEC unanimously approved the efforts as well as the expenditure incurred of Rs 20,000 only against estimated figure of Rs 1 lakh for the inaugural meeting convened for facilitating formation of NCESMO. 10 ESM associations from all over India attended the meeting on 19 Aug 2018 and founded NCESMO.

Item IX. Induction of New Members in NEC. The President said that some of the members of NEC have left us for heavenly abode  (Lt Col Latif Vadakkayil and Col MK Veeramani) and some have become dormant (Sgt Lawrence). Therefore, he proposed that some new members of Core Committee who are active be inducted. After exhaustive discussion, the following members were approved as members of NEC subject to the approval General Body in the next AGM.

Item X. Forthcoming Meetings. The General Secretary informed that there is a need to mark the Calendar for meetings of NEC and AGM so that members will be able to attend. The NEC after discussion decided the dates of meetings as under.

Item XI. Staff Welfare. General Secretary said that the staff of TSEWA comprising of three assistants and two housekeeping staff are doing a very good job and recommended about 10% raise for them. The NEC accepted the proposal and approved a raise of Rs 2000 pm for assistants and Rs 200 pm raise to the housekeeping staff. Treasurer said that the increased expenditure can be met from the available resources.

Item XI. ECHS Discussion. Col S Srikantha (Retd), President, TSEWA Karnataka who is a member of oversight committee of  ECHS clarified some issues as under.

(a)    Validity of Empanelment in Hospitals.  Members should be aware of the  empanelled Hospitals, their specialities and the date of expiry of empanelment. Reaching a hospital whose empanelment has just lapsed, will mean loss of time during an emergency. They should make a note of the  dates of empanelment validity in their   treatment book.

(b)   He advised members of ECHS must have list of empanelled hospitals in the ECHS book.

(c)  He clarified on a question posed by Hony Capt Joseph said that OIC Polyclinic is insisting on the presence of all dependents for authenticating the temporary slip downloaded. He felt that since the Record Office has already verified the details, presence of dependents especially the parents who will be very senior citizens may not be insisted. Col S Srikantha agreed with this and said that he will take up the matter with MD, ECHS and requested the member to share the details of the matter through a mail.

The President thanked all for sparing their valuable time to attend the NEC meeting which helps office bearers of TSEWA to undertake activities with more determinations. He hoped all NEC members will attend the next NEC meeting scheduled on 24 March 2018.
