Minutes of the Virtual/ Physical Meeting of the TSEWA National Executive Committee held at 1000 Hrs. on 08 July 2023


   The meeting was attended by the following: –

   The President welcomed all present in the meeting and conveyed his gratitude to Cmde Sudheer Parakala, Cmde KS Sandhu, Lt Col G Parvathesam, Gen Secy and all other members for successful conduction of AGM at Mumbai. He requested the General Secretary to commence the proceedings.

Item No. 1. Minutes of the Last NEC Meeting: The General Secretary explained the proceedings of the last NEC Meeting and the AGM.

Action: Nil.

Item No. 2. The President informed that he will be in the office of PCDA (Pensions) Prayagraj on 30 and 31 Aug 2023 to sort out problems of members of TSEWA regarding issues of SPARSH etc. He requested all Zonal and State Presidents to submit the problem in chronological order with supporting documents like PPO /E-PPO, letter recommended by Record office or Service HQ to PCDA (Pensions) Prayagraj at the earliest. Unless the case is recommended by the Record Office for JCOs /OR and Service HQ for officers, their cases are not accepted in the office of PCDA (Pensions) Prayagraj. He requested all concerned to send the following essential documents in each case: –

  1. Brief of the Problem
  2. Pension Payment Order (PPO)
  3. Letter from the Concerned Record Office
  4. Contact Number of Pensioner

All the above documents should be in duplicate

Further requested the cases to be submitted in separate files as under: –

  1. Indian Army Pensioners Problems
  2. Indian Navy Pensioners Problems
  3. Indian Airforce Pensioners Problems
  4. General SPARSH Problems to be discussed with the PCDA.

Action:  All Zonal/ State Presidents are requested to send their cases well in time accordingly.

 Item No. 3.  AFTs Cases: The President opined that Brig SK Srivastava is overloaded with the work and we should identify suitable AFTs in other stations and file TSEWA cases accordingly. Further, the President requested Cdr Chandrasekhar Legal Advisor to review the progress of all AFT cases and recommend cases that can be filed in other AFT’s.

Action:  Cdr Chandrasekhar for necessary action please.

Item No. 4. Charity: The General Secretary informed that Dr. Meera Srinivasan from Bengaluru has intimated her wish to donate Rs 5 lacs to TSEWA. He requested Col Srikantha Seshadri to liaise with her and collect the cheque. The TSEWA NEC appreciated her wish and expressed its gratitude for her generosity.

Action:  Col Srikantha Seshadri for necessary action please.

Item No. 5. Reimbursement of Expenses: The General Secretary informed all that the decision of the NEC at the last meeting was to reimburse all expenses of the attendees of AGM from other stations. He requested the affected members to send their bills for reimbursement.

Action: Affected Outstation members.

Item No. 6. Management Committee: The General Secretary informed that Col N Sitaramaiah suggested to have few appointments like Vice-President and Joint Secretary from other than Secunderabad Station. Col Dr.GB Sethi said that after a lot of deliberations it was decided to have the Management Committee from Secunderabad only for effective functioning of TSEWA. Cmde Sudheer Parakala suggested that one of the Vice-Presidents must be from Secunderabad to officiate in the absence of the President. Cmde KS Sandhu opined that one of the Vice-Presidents and one of the Joint Secretaries can be from other than Secunderabad Station.

   The President informed that the Management Committee is not appointed by the NEC and it is elected by the General Body of the TSEWA. Any decision on the subject can be taken only by the General Body. The present Management Committee has been elected for a term of two years (i.e.) upto 2025, Hence the subject matter can be discussed and decided during AGM in the year 2025.

Action:  Nil.

Item No 7. Col CM Unnithan requested the President to brief about the OMJC Report. The President informed that a presentation was made on OMJC report in the NEC meeting held in Secunderabad prior to departure to Mumbai to attend the NEC Meeting and AGM. However, he again informed that Justice L Narasimha Reddy, Chairman of the committee adjudicated on six terms of reference Min of Def (ESW) gave him. A brief is given below.

  1. Should the benefit of OROP be given to Reservists? 
    The OMJC report recommended to fix pension to Reservists who number not more than 1,500 on proportionate basis considering pension being given to soldiers retired with 15 years’ service. Then make OROP also applicable to them.
  2. Should MACP benefit be given to pre -6th CPC Pensioners?
    The OMJC report recommended that there should be no discrimination between those retired prior to 6th CPC and those retired post 6th CPC. Hence even those retired prior to 6th CPC also be given the benefit of MACP.
  3. Should pension be enhanced to those who put in more than 33 years of service?    The OMJC report recommends the pension of those who retired with more than 33 years also be enhanced for each year of extra service beyond 33 years.
  4. Should any modification be required to the OROP in fixation of pension of Liberalised Family Pensioners and war injured and invalided soldiers?                                         The OMJC recommended the policy prior to OROP to treat martyred soldiers and war injured invalided soldiers as superannuated with pension of full length of service be reintroduced in OROP and not to take their actual length of service at time of their martyrdom or invalidment.
  5. Should any modification be required to fix pension of those who did not retire in the base year for OROP? 

The OMJC report suggested that a method of 3% reduction per year of those not retired in the base year (2013) from the pension of those retired in base year with longer length of service be implemented. The fixation of pension of those not retired in base year with the one who retired with much lesser length of service is discriminatory.

  • Should the pension in OROP be fixed for the rank in which one has retired even if he is not held the rank for 10 months?

The OMJC report recommended that this requirement of holding a rank for 10 months was abolished by 6th CPC. Hence even if any soldier has not held the rank for 10 months be given the pension of the rank in which he retired.

Item No.8. TSEWA News Letter and Digest of Service: Col Venkatesh Mahadevan proposed to publish TSEWA News Letter every quarter and requested all State/ Zonal Presidents to send their reports to him as and when the event occurs. Cmde Sudheer Parakala informed that Zonal/ State Presidents and TSEWA Frontline Warriors are sending their monthly Welfare Activity Reports to Maj Dr. B Bhikshapathy for compiling and publication. He suggested all State/ Zonal Presidents and Frontline Warriors to send their achievements along with welfare activity reports to Maj Dr. B Bhikshapathy who will compile them and send it to Col Venkatesh Mahadevan for publication.

Action:  All Zonal/ State Presidents are requested to do the needful.

Item No.9. Inclusion of new TSEWA Members in the State WhatsApp Group: Col Srikantha Seshadri informed that he has been sending the list of new members joining TSEWA during the regular Awareness Camps at MEG & Centre to TSEWA HQ. He suggested that HQ TSEWA should send the details of new members to respective State/ Zonal Presidents for inclusion of their names in their respective WhatsApp Groups.

Action:  General Secretary for necessary action please.

Item No.10. TSEWA Membership: TSEWA NEC appreciated the efforts of Hony Capt B Joseph who informed that 85 new members have joined TSEWA during the last AGM at Mumbai.

Action:  Nil.

Item No.11. Attendance of TSEWA NEC Members for the Fortnightly Meetings: The President expressed his concern about the absence of the NEC Members for the subject meeting and suggested to review the list of NEC Members. Maj Dr. B Bhikshapathy informed that TSEWA NEC is responsible to discuss and decide on very important matters of ESM/ Veer Naris and effective function of TSEWA. At present, most of the NEC members are also Zonal/ State Presidents who may be not able to attend the NEC Meetings because of their busy engagements. Therefore, they should appoint secretary in their respective Zonal/State to attend the meetings in their absence. Cmde Sudheer Parakala informed that TSEWA HQ is recording the attendance of all NEC Members and suitable action will be taken accordingly.

Action:  Nil.

There being no other points the meeting was declared closed, and it was decided to hold the next NEC Meeting on 22 July 2023.
