Minutes of Weekly Meeting of the Core Committee of TSEWA at 0900 hrs on 15 May 2019 at 143, Vayupuri, Secunderabad- 500 094

The President expressed his unhappiness at very thin attendance and requested members of Core Committee to adjust their personal programmes so that they are available even for one hour on every Wednesday. Their attendance at the Core Committee meetings is very essential to plan for future course of action. He thanked those who could spare time to attend the Core Committee meeting. Since many outstation Executive Committee members are not able to offer suggestions to improve the functioning of TSEWA, it is incumbent on the Core Committee to be pro-active and lay down road map for TSEWA for next few years. Thereafter, the President requested the General Secretary to give his points.

General Secretary’s Points.

Item No I. Attendance of Outstation Office Bearers / Members at the 4th AGM in Dehradun. The General Secretary informed that he is in constant touch with outstation office bearers who expressed their willingness to attend the 4th AGM at Dehradun on 06 and 07 Jul 2019. Brig RS Rawat (Retd), President, TSEWA, Uttarakhand has been very kind enough to organize the AGM in Dehradun. The reason for holding AGM in Dehradun is large number of members hailing from Northern states will be able to attend the AGM at Dehradun. As per the information available the following are attending AGM:-

Item No II. Financial State of TSEWA. The Gen Secretary informed that the financial state of health is just enough to run TSEWA. Our income of interest from fixed deposits placed in SBI, Bhaskar Rao Nagar is just Rs 1.05 lakhs per month and our expenditure on payment of salaries to three staff members, rent, electricity, water charges of second office in Bhaskar Rao Nagar in the same building of SBI, salary of two maids to upkeep two offices, payment of land line & mobile charges, payment of annual fees for ISO certification, payment of annual charges for TSEWA Blog, payment of annual charges for Bulk SMS facility, payment of annual fees to Chartered Accountant, maintenance of computers, printers and purchase of stationery, peripherals like cartridges for printers, visit of TSEWA office bearers on work of TSEWA etc. The monthly expenditure comes almost to Rs 1.03 lakhs leaving very little money for any expenditure. That is the reason why all office bearers have been requested to bear expenditure for travel to and from to Dehradun to attend AGM. Unless we receive contributions from members regularly, TSEWA is unable to incur any new expenditure. He informed though we received some contribution due to the President’s initiative of writing to all members, there is a need for all the 11,250 members to make some monthly contribution even as small as Rs 100 pm. Every Core Committee member is contributing every month Rs 500 per officer and Rs 100 per member. Therefore before we ask the members to make monthly contribution, it is requested the following to commence monthly contributions:-

(a)   All Presidents of TSEWA at various levels from Zones to Districts and Metros.

(b)   All National Executive Committee members.

Item No III. Charitable Activities. As TSEWA obtained 80(G) benefit to donors, our organization is required to undertake charitable activities. TSEWA carried out charitable activities to deprived sections of veterans and civilians to an extent of Rs 1.31 lakhs in the Quarter ending Mar 2019. We may not be able maintain this level of charitable activities unless members donate generously.

Item No IV. Legal Cases. The General Secretary informed that some of the members who joined various legal cases are unhappy with the progress of the legal cases. Though considerable efforts have been made to expedite, the results are not satisfactory due to dysfunctional state of AFTS. For example, out of 37 members in 14 benches of AFTs only 15 are placed as per the latest reports. The result is AFT Jaipur is nonfunctional. Circuit bench of AFT Chennai at Secunderabad works only for three days in a year. Brig SKS Rana, VSM, President, Legal Cells is working very hard but certain things are beyond his control. 

Item No V. Mismatch with Data on Number of Cases sent to Delhi and Cases Lying in Delhi. There is some mismatch in the data held by HQ TSEWA and given out by Brig SKS Rana, VSM regarding number of cases sent to Delhi for filing in AFT Delhi and number lying with our two advocates and Brig SKS Rana (Retd) yet to be filed in AFT Delnhi. Though the President and Cmde Sudheer Parakala had an extensive meeting with Brig SKS Rana, VSM and Brig AK Srivastava, VSM in Gurgaon on 26 Nov 2018, it is seen clarity is not yet established. Therefore, the General Secretary requested the President and Gp Capt CRR Sastry to stay back in Delhi on 09 and 10 Jul 2019 to see the number of cases we sent to Delhi and the number of cases lying with Brig SKS Rana, VSM, Brig AK Srivastava and Col RK Tripathi are matching. We need to file the cases in AFTs at the earliest. Brig SKS Rana, VSM is requested to arrange a meeting with Brig AK Srivastava, VSM and Col RK Tripathi on 09 and 10 Jul 2019 to resolve all outstanding issues with cases not yet filed in AFT Delhi.

Item No VI. Interaction with Corporates in Hyderabad. The General Secretary informed that there is a need to interact with Corporates for seeking donations for TSEWA.

President’s Points.

Item No VII. He informed that he gets calls from the petitioners on (a) status of the legal cases filed already in various AFTs (b) whether their name is included in the case filed in AFT (c) reasons for delay in filing the cases in AFT. As long as we are able to file the cases in AFTs, we can make our petitioners satisfied. The problem arises only when there is abnormal delay in filing the cases. He also explained that at times our advocates demand additional documents after lapse of one year and it becomes very difficult to get such documents from all the petitioners. Even AFTs have changed their goal posts. They now do not encourage class action suits and advise the petitioners to file cases in regional benches and not at AFT Delhi may be due to overload. In the case of Family pensioners whose husband died in service to get Special Family Pension, the bench in AFT asked them to file individual cases and also only those with Delhi address shall be entertained. Now to advise all the petitioners to give Delhi address has become very time consuming and difficult.   

Item No VIII. Contributions to TSEWA. The President informed that he in his individual capacity has been writing a number of mails at frequent intervals to request members to send monthly contribution as small as Rs 100. It is gratifying to note some of the members have accepted and commenced their contributions. Any organization if it has to deliver resultrs, needs funds to run it. It is once again requested all members irrespective of rank to kindly donate Rs 100 per month to TSEWA. The bank details are:-

The President to set an example donates Rs 3,000 per month.

Item No IX. Pension of Post – 1996 Majors with 20 or 21 Years Service to Get Pension of Lt Col. He has come across sanction of ADGPS, Army HQ granting pension of Lt Col to Post – 1996 Majors whose qualifying service is 20 years or 21 years. The ibid letter is attached.

There being no other points the meeting was declared as closed.
